Yikes. A shop that says a 2000 is to "new"?
You need a scan tool. It will likely have a VAT's code. If it does you have the choice to perform the diagnostic to a failed component or yes, you could use HP tuners to turn of VAT's. If that is the problem. If you have zero experience than I suggest never using it on your daily driver. Stick to the weekend ride or get an experienced tuner to create the "tune" for you.

If your only option is to fix it yourself, you're going to need service manuals and diagnostic tools.
I have manuals and already have diagnosed the problem. I'm also obviously fixing it myself. Thanks for your wonderful help, I won't be back to this forum!
