MED17.5 Ignition Timing Tables

I wonder if a anyone can tell me how to read advance ignition timing base table? I see the numbers range from -11* to 32* in the base table intake refrence. And can anyone explain the difference between base reference and intake target?

Last thing I'm trying to understand is Max Charge Motion timing tables, is this like WOT?
