No, you need the mpvi2 and you need Internet as well.

I wonder why the internet is needed. Something to do with unlocking? If Ford is going in the direction of making cars complicated to tune I will never buy a 2018+

I helped a buddy tune his 19 with an mpvi1.

Internet is needed for Seed Key Combinations. They are stored on the server instead of built into the software. This was done to prevent software reverse engineering.
