when adjusting the trans converter lock up , the trans will not lock up when I am commanding , and I have the TPS on converter unlock commanded lower than the lock am I missing something? and help is appreciated

2nd gear lockup occurs in manual 2nd. 3rd and 4th lockup, leave the TPS as is and adjust the rpm.
