Looks like a combination of things. Your VVE looks untouched. Looks like you have too much idle airflow. Not sure if you've done any VT tuning but all your torque pids are in the negatives. It would help if you posted your unmodified tune file.

Seems to me you're countering yourself in several areas and if you were to set torque how it should be you might even possibly have self rev problems because of some of the things you've done.
Torque is super negative (-53 lb/ft) - this can cause trans slipping - just a fyi... I assume to get idle timing up???
Torque reserve is pretty high - part of the reason your idle timing is so low
External Load is through the roof everywhere - probably a big player for the rev hang and another reason for low timing expecially in the off idle area for the rev hang
I'll go ahead and tell you, the torque model is shaped wrong, but not horrible. Main wrong area is the idle. The big step up from that point can also cause throttle to hang
Your VVE isn't fully dialed in. Make sure your setting the base temp when you flash it to ambient and reset the throttle before logging for corrections
I didn't look at everything. Just those few main ones.
You may also want to revisit your minimum spark table. Not enough negative spark in those tables, which is contributing to a very slow return to idle.
