Or are they year by year?
And can HPtuners change the VIN on one?

I think i read somewhere there are 2 different operating systems that were out there if i recall for that ECU. You can look up on the GM website by vin and see what OS it should have come with. HPT i do not believe you can program a vin, that is for a dealer to do. Likely will need a GM tech to flash an ECU with the operating system and program the vin. Maybe some of the other more techie guys on here can correct me if wrong.
