2013 5.7 hemi TPS decreases before WOT shift

So, I'm not sure if this should be posted in the engine or trans section but when i floor it to redline the TPS % goes down while my APPS stays at 92.2%. It feels like im hitting a rpm limit, but it looks like it starts decreasing before redlining. No matter what WOT RPM or shift schedule i set it at it does this and its very annoying as it slows me down. here are some logs with the tune file to look at. if anyone could help i would greatly appreciate it.
