Caprice ppv ecm question

hey guys quick question as im a bit stumped, i got a caprice ppv im manual swapping. current ecm has an os i cant use due to not finding a manual commodore file running the same os, i happen to have a parts car that has a os im able to use. before i mess this ecm up. do i first install the parts ecm and do vin swap on hp and then load the manual file on, or do load the file on the ecm and then do the vin swap? do i need to do a vin swap?

under the assumption that i might not need to do the vin swap?
