3.9 LZ9 tuning issues

I have an LZ9 swapped off-road buggy using a E67 pcm with two tuning issues. When I originally got it running, the cooling fan would come on at target temp but would not turn off. I sent the PCM back to him twice to try to resolve the issue and he eventually blamed the issue on a bad PCM. He then sent a new PCM with the file and It did the same thing. After doing some research I discovered this PCM wants to see more than 15mph to turn the fan off, I do not have a VSS on this rig and eventually just bypassed the pcm for fan control. Is it possible to make this work without a VSS input?

After some seat time, I realized the rev limiter is set weird also. When it gets to what I suspect is the rev limiter, It will kill the throttle pedal and return to idle until I lift my foot of the pedal and start again.

I have no experience with tuning, but would like to resolve this myself if possible. I?m about to purchase HP tuners but figured I would ask the experienced folks on this forum if there are work arounds for the issues first.
