Adjusting Maximum travel of the throttle pedal

In my swap the throttle pedal is far too high with full travel and need to adjust it down. Can I limit the useful range of the throttle pedal travel from 0-100% to 0-60% where 60% acts like 100%? When I reweld the throttle pedal lower, I won't have access to the rest of the throttle pedal travel. There is another post asking about this from 2019 I searched on called "Re-scale or change accelerator pedal position vs. throttle body position.", but there was no answer to it. My truck uses DBW and the ECM and throttle pedal module are from the same 05 silverado 1500. The VCM editor says it can brick the ECM, but I don't know why or how. I'd appreciate any answers on the topic or resources to look at to educate myself.
