New T42 Tcm programming blank TCM

Can HP Tuners program a brand new T42 TCM for an 05 Corvette?

I think that it's been posted that if it's truly new, that it probably can't be written with HPT since it probably doesn't have an Operating System installed. But very few are truly new and are refurbished even from GM and probably have an operating system installed and can be written by HPT. But maybe someone else will confirm this.

I use my MDI2 for that situation and then tune it with HPtuners.
