Fans wont turn on with program - Elp!!

Hi All,
Having trouble with the programming of my fans. I've changed to a 180 thermostat, re programmed the fans, uploaded it, but i can only get the fans to come on when i turn the A/C on?
I've set all fan temps at,
High speed - 89C(192F)
hist - 3c
Med Speed - 88C (190F)
Hist - 3c
Low speed - 85C (185F)
Hist 2c

Fan based on A/C Pressures are all still factory setting.

When its idling the temp slowly gets up to over 103C (217F) before i get nervous and about letting it get any hotter so i flick the A/C on and can then hear the fan running and within 1-2 minutes the temp is back down to 85C
Car is a 2019 JGC 5.7L Auto

You have your stock, unmodified version? I don't have a '19 to compare it to.

Maybe youre fans are PWM …?

Try this out. You have to change the 18171 table, really its the only table that matters IMO
