Need help with "Partial Throttle Shift"

This is what I'm thinking of using. I chiefly want to be able pass someone on the road and get around them quickly. The way I read this table below is if I'm in OD and I push throttle btw 37-44% I'll shift into 3rd and if I push the throttle further to 62% it will then go into 2nd and immediately skip 2nd and go into 1st at 45 mph and continue up until I hit the rev limiter and then it will go back up to 2nd. Is this right? Does anyone have a good table to share? TIA :)

your downshift speeds should never be a higher # then the upshifts.
