Sub-Module Support Device

Having to find alternative ways to reset/clear/exercise module functions, it's difficult to find one that will support a particular brand for BCM, SRS & ABS modules. Are there any that will for 100% certain support 2000 through 2010 to do the job across those three modules?

In the fleet & indirect fleet (relative's vehicles) I'd like to be able to cover the following mopars:

2000, 2002 & 2005 Neon
2008 CSRT-4
2000, 2005 & 2010 RAM trucks
2000 & 2005 Jeep Wrangler
2010 Charger

Any DTC scanner that can reset/clear/exercise as wanted for cheap that will not require internet access?
