Tuning Question on different boost levels

I'm fairly new to the boosted tuning world and I have some questions I hope someone will educate me on,

basic detail stuff
2006 GTO
LS motor
Speed Density Tune
Twin Turbo

So currently the car has 19.5 lb wastegates
Fuel regulator holding 50-65 lbs

here's my question

If I change to 14 lb springs in waste gate, or any other spring pressure, do I have to re-tune?
Or will the ECM realize and keep the fuel/air, timing in a good spot? I realize I will lose power.

Help a old man learn today

If your tune is correct - no, it'll be fine

My logic is that right now it is tuned for max HP at 19.5 lbs. If I lower the boost, thru spring pressure change or with the boost controller the motor wont be running at max HP and it will live longer

fueling is tracked by map pressure and rpm so as you tune for varying pressures it will be accounted for.
ignition if rpm and cylinder airmass usually, which has to deal with charge density and this also gets accounted for with change in pressure.

i run turbosmart controllers and dont have any retune issues.
