Like Master/Slave device, does this also lock map to ONLY that slave VIN?

Hello,
With map files...are they specifically locked to the VIN they were read from? What I'm looking for is, if I apply Master/Slave to a map read with edits, will the slave user be able to then flash this map file to another vehicle/ECU/ECM if that device was licensed with HPTuners credits?

The Master/Slave format would prevent anybody from viewing or editing my map file, but will it also prevent them from flashing this over to another vehicle?
