LNF help - BOV shows open all the time

08 hhr ss, totally stock.
car only gets 10psi max. pressure checked entire system and nothing. holds 10psi.
in a dyno run data log, the pid for the blow off valve open always reports yes.
took bov solenoid out by running vacuum line from manifold right to bov nipple.
now boost should push it closed, but exactly the same thing. also boost doesn't shoot right up to 10, it ramps up at a 45 deg angle just like a centrifugal supercharger would. all of this sounds like a leak, but with no leak in the plumbing, it could only be the bov. but it should have a spring to make it go closed and then with a direct vacuum line boost should push it closed even if spring is bad.
in the tune you can see i have it shooting for the moon boost target and in datalog its boost target is 250kpa and boost solenoid is 95% duty cycle trying to get there.
any idea what's going on???

Can you pressure check the system at 15PSI. It should hold over at if there are no leaks.
