2013 explorer Police Interceptor with an 02 notready status

hey guys! I have a 2013 ford police interceptor utility.
bank 1 sensor 2 refuses to come ready no matter what we do.
Yup, went through the drive cycles, all OEM FoMoCo sensors, wiring all intact, good voltage and reading coming from the sensors, Cats are all coming ready and everything else as well... the ECM has the factory tune on it, not been tampered with as far as we can tell...

except for this one sensor... bank1 sensor2... won't come ready on my Autel nor on the Mass inspection station either...

I've spend well over a thousand bucks so far trying to get it to come ready.
all 02 sensors are brand new, smoke tested the emissions AND exhaust system, done many many drive cycles.. about 7k miles roughly since last rejection 4 months ago
the only thing I have not replaced are the CATs...
the 02 sensors are reporting fine, they are FoMoCo parts, good voltages and are heating...
it is just not coming ready for inspection here in Mass.....
No codes are being thrown or anything like that either.

this is the procedure I'm referring too, looks like it will help me if I purchase the MPV and a credit for the vehicle, will it not?

Knowing these vehicles the cats are probably worn out.
