VF Commodore LFX Throttle Issue

Hey guys,

Got a weird issue here. Trying to help out a mate.
Car has been tuned by someone else.
When you are in neutral and rev past 4000rpm and release the throttle, the engine continues to rev up until you push the clutch in.
Watching the logging i am seeing TPS stay at around 25%. Until pressing clutch and returning to idle.
It will also do this in gear. Coasting at 4000rpm the car maintains 25% throttle basically acting as a automatic cruise control until you push the clutch in.

Is this something that has been changed in the tune? or could this be a flashing error?
