Is there anyway to trick the 99 ls1 computer in to thinking it is running
Is this a trick question? With the two 896 PCM's of that era that I own, as long as it is grounded at Pin 1 and Pin 40 and with 12 volt ignition power at Pin 19 and full time 12 volt power at Pin 20 and Pin 57 . . . it is "running". The same would apply to the two 0411 PCM's that I have. When powered in this manner, I can read them on my bench harness and write to them.
If this is not the same for yours, it is either damaged or in some kind of odd flash recovery mode . . . "bricked". If bricked, there are still chances of recovery but it is somewhat of an emergency.

Hes not asking how to power it up, hes asking how to make the ecm think the engine is running when its not attached to an engine. To do this essentially at a minimum you would need a 24x signal generator, then anything else you would want the ecm to see would need to be generated as well. There are systems that do this, however, the price im sure is probably prohibitive

I have used both, but own the JimStim so that is my dedicated simulator, plus it has a ton of other useful features.
I made an Arduino program with cam and crank outputs. I entered in the timing of the 24x crank signal and cam signals. This enabled me to troubleshoot a coil that quit working when it got hot. I also used it to pulse just one injector at a time so I could flow test my injectors.
