there is throttle limit and put limits,you have to make sure you are not hitting any limits and requested is bit over actual,it needs some work you have to keep reading,also adjust torque to load and load to torque maps.
Can you post tune file, stock tune and the logging file so we know what cause the throttle closing?

Looks like you are hitting a little higher than what is regarded as safe for boost, but your primary reason for throttle closure is that you are exceeding the CAT Overtemp limits you have set in the tune. You can raise those limits to see what your next obstacle will be, because you appear to also be hitting the FMEM limit right after that too.
Based on that short pull I see boost in the 26+ psi range. You probably would also want to reduce the Driver Demand torque a little bit too to play it safe.
