I am a newbie here.
I have a 2000 Chevy cavalier 2.4L twin cam that I put into my hot rod.
I had a local tuner in town come and turn off the Passlock and do some set up for me with his HP tuner.
I was blown away with the capability of this tuner and I would like to purchase the tuner and finish setting it up myself.
My question is, will I be able to purchase a license for the ECU that has already been licensed?

Yeah you can, so long as the tuner previous to you never tuner locked it. If they did you can't tune it.

It should pull the tune off the vehicle but when you want to open it and view it, it will give a some sort of prompt saving it's tuner locked or part of a remote tuning network or something.
You can't license it because you can't open it and edit it.
so if another tuner locked it you can't pay and over write it?
No.
If its tunerlocked you will receive an X35 or X36 error at reading. You will NOT be able to read the ecm.
