Because its an old operating system

Update to the newer 4676 operating system and 2 bar should be available.

You can take your PCM to the dealership and they will upgrade it for you with their Tech2 device. I have no idea what that would cost but once it is loaded onto your PCM, HP Tuners can manipulate it. You might also find a copy of that recommended OS in the tune repository around here.

Flash with a newer OS for 2 BAR OS availability. Might need to purchase an additional 2 credits.

Not a good idea to flash a newer OS to a E38 ECU using hpt, sometimes they brick because the new OS has an internal incompatibility between the segments 7 and 8 (which are not written by hptuners).
The correct way is to flash it is using SPS, once completed read, license and flash normally.
