can not relink VATS 04 cts

Help please :pray:
04 cad cts 3.6. thinking ecu went bad, I purchased a used one, licensed both the original, and the replacement.
Flashed entire read from original to the replacement, car started but no gauges. This was the same issue along with the VATS as original but it did start , original would not unless I shorted the starter relay . I shut off cleared trouble codes,
Tried to relink VATS, now says vehicle has not been licensed. Will not start ands can not re-flash ect. Battery did go quite low so charging now . Also when checking what is licensed it shows both VIN numbers. Would not let me change VIN as well. Also I had my 16 challenger licensed that i have tuned and now that does not show up . Any ideas?
