Please school me on torque converter lock up? I am finding it hard to find good info on this. Wold you want a loose or locked converter to help spool?

Please school me on torque converter lock up? I am finding it hard to find good info on this. Wold you want a loose or locked converter to help spool?
I'm no tuner, but I'd think that a loose converter will get the charger spooled by raising the RPM and pumping more air. Then locking it down to load the engine and reduce heating the trans.
