It seems like nobody has any real clue why it's like this, but here's what I have messed with and the results:

Driven and Non-Driven tire circ: Does not seem to have any affect on anything easily...

I was given a tuner locked E40 ecm and tcm. I was also given the key for it though, so I can read it out with HPtuners, but of course I can't view the tune since it says it was locked by another...
