I may be simplifying the problem (or showing my own simplicity), but:

1 atmosphere = 14.7 psi at sea level
1 psi = 2.036 inches of mercury

so, 4.2 - 14.7 = -10.5 psi (of vacuum) = 21.3 inches...

Is there any chance the 2.4L Dart GT will be added to the supported PCM list (VIN: 1C3CDFEB3ED668183)? I tried to read the PCM, but it always ends with a checksum error.
