is it possible make ignition cut / ignition retard while shifting like in 8hp (dodge, audi, bmw) for FORD 10 speed auto?

I have a problem with neutral/parking cutoff at 4000rpm... Even if you are driving at 20mph ant put in neutral it always stays up to 4000rpm..

Tried changed:

Cut off 6500
Neutral cut...
