The file I posted was from a stock ECU that hadn't been flashed by Whipple.
So I'm not sure how the ECU would already have a whipple file.

I know how to remove the speed limiter. I need a stock whipple tune to do it on. I purchased a spare ecu and had it unlocked. The spare ecu has a stock calibration.
145191 stock 2023 calibration.
I have a stage 1 whipple kit. I got a spare ECU unlocked so I only have the stock file. I was just wanting to change the speed limiter and keep the stock Whipple tune for now.
For anyone wondering you need vcm beta to read a 2023 f150.
What ECU I'd do I choose for a 23 f150? The ECU has been unlocked through HP tuners.
