You went crazy playing with timing, you can leave the part-throttle areas alone and just watch for KR. Not trying to make you overthink it too much, it's better to start low and ramp it in safely...

The PE MAP enable, it won't enter PE below that value. Set it to 80-90 kPa and set your TPS enable low, 5-15%. Right now you can build boost and still be in closed loop, potentially.
