Hey people we have a ba falcon ute with some sort of cut going on but cant seem to work it out.. running around 16psi

mod list big cooler/air intake, flapper mod 12psi actuator, high flow 35/40...

Im thinking it's an overboost issue I have zeroed the waste gate dc and put desired boost to 1 psi and the thing is still hitting 18psi can someone explain this only mods are stage 2 cooler cold air...
