try to connect your car battery to charger/jumper just to make sure you have 12v and uncheck high speed while writing, if it didn't work you might need to do it on bench harness.

Go to Speedo>Calibration>PCM Output Calibration, you have to adjust Mile value
if you're driving 35mph and your speedometer shows 100mph doing simple math 35/100*4000 = 1400 i'd say try to change...
