TO adjust the TPS voltage you have to make the monting hols on the TPS sensor oval so it can be rotated a little. I recommend you just drill a hole in the blade or make it a little bigger.

The sensor on bank 2 is functioning properly, fuel trims on this bank 2 look good. Bank 1 sensor signal is not moving as it should (300-400 mv is lean) trims are geting maxed out on this bank.

I think you're confusing open loop with speed density. Open loop is not using the narrow band O2 sensors for feedback, speed density is relaying on the VE tables and disregarding the MAF.

Easiest way is to swap pcm's, once you write entire both pcm's it's like you've swaped them. But yes for both cars to function properly you need to write entire.
Hopefully this will go downhill from here and we could see Dodge support in the comming 2.24. Finally a real tuning tool for the hemi.
