I just got a customer car and I licensed the pcm. once a made a change to the tune file and saved the file with a new name I went to write the tune to the vehicle and it said unlicensed vehicle....

Do an Open Loop SD Tune. Tune with Wideband. Much easier and effective tuning process.
Possibly mechanical issue?? Might be a coil pack.
Try decreasing Airflow in the Base Running Idle Airflow table by 10%. if you see improvement keep decreasing by 5% until you are satisfied.
