No, same thing. ECM 45524 is 0
But the normal RPM table 13338, unlike the L76 you found in the repository, is 0 until 1152
My L77 (2014 commodore) has injector off time to 0 but RPM is zero until 1152 when it goes from 4.6 up to 92.9 @ 4096.

You are right of course I could probably find the right balance, but it fixed my issue. Check the scanner OP and see what fuelling mode you are in.
Engine diagnostics -> misfore -> idle (not moving) table.
Misfire table is not maxed out in the tunes you attached.
I had a similar issue to you at idle - what I found was the car was going into Open Loop for a short time, then back to CL at idle with misfire counts increasing. Maxing out misfire counting at idle...
