I have had this explained to me by a guy at comp cams fast division and will try to explain it though im not completly sure I understand. It has something to do with how fast the IAC valve is closing and or reopening causing it to go above or below target idle or at least this is what he said was wrong with my 5.3 But now it seems a little slow to go back to idle sometimes but thats better than surging I guess

yes, in most cased though the speed of the IAC or TPS closing doesnt make a difference, its your airflow settings themselves.

Yea fellas, out of all of the info that I reviewing, it seems that it is my dynamic airflow vs engine coolant temp is off, witch in turn would throw the stepper motor for the IAC off, to make a long story short.

Did you ever post an idle scan log using the idle config file? Then you can verify that the RAF table is set up right.

Try this tune, I also need to know if your maf is in use as the VE table needs a lot of work at the low rpm areas.
Post a scan log showing the fuel trims.
