Are the injector balance rates not available for a 2003 Dodge / Cummins because there is no access to individual cylinder parameters such as injector pulse width and individual cylinder acceleration rate?

i could be wrong but i think they are if you apply the extended data patch under the OS tab

I have never ever heard of such a thing existing as individual pulsewidth tables for each and every single injector or individual cylinder acceleration rate. Not even the latest and greatest Cummins has cylinder acceleration rate parameters or individual pulsewidth tables for each and every single injector.
