What does this feature do? If I'm understanding this correctly, above 4 mph the high and low octane spark tables are disabled? Is the description correct? What does it use if it doesn't use these tables?

Not exactly sure which one your talking about but if im correct, the one your questioning is the MPH at which it switchs between idle spark and running spark.
EDIT: I see 2610 at the bottom.. Dont worry about adjusting that.

Above that speed it will not go back to the idle spark tables when throttle is below threshold defined right next to that setting. (pretty close to 0%)
