RAV4 Catayltic Converter CUW File

I have a 2003 RAV4 that has recurring codes P0420 and P0430. After replacing the cat and downstream sensors and the code being off momentarily, I am searching for different solutions. Specifically, I am intrigued m by TSB EG01002 (see description below). If anyone either has a copy of this TSB (which I can't find anywhere) or the CUW file number or CUW file itself, it would be greatly appreciated. Thanks!
