No throttle response in R or D

I'm trying to help a guy out with a 2015 L83/8L90 swap in a 67 C10. The engine, transmission, wiring harness, computers (E92/T87) and tuning all came from swapsupply in Houston. The truck starts fine and engine will REV when you move the gas pedal while in P/N. If you put it in R or D, you get zero response from the throttle body. It is going into gear as the truck will move forward and backward, but it is at idle RPM. If you put it back in P/N the throttle body works with pedal movement. This has occurred with 2 different pedals. The ECM is not throwing any codes. I hooked my scanner up and while in P/N you can see the pedal % and the TB % move. When in any other gear, you can see the pedal % move, but the TB% doesn't change. Right after that I determined that the battery has a bad cell, so I can't do any more troubleshooting until I get a replacement. Any thoughts as to what's going on? TIA.

I got the battery installed today and fixed a few grounding issues. When I tried to read the ECM, it asks for a VIN, when I say to continue, it times out. It will read the TCM with no issue. I did some scanning, I can command the throttle blade to move but it won't move when using the pedal. It's hard to tell if the pedal is pinned correctly because there are two yellow wires and two black wires..... Maybe its a wiring issue, maybe a ECM, I'm not really sure at this point. There's too many things that could possibly be wrong with truck to troubleshoot it in a reasonable timeframe. The person that wired the truck did not do a good job....

It shouldn't be asking for a vin if the ecm is out of a swapped vehicle. Almost sounds like the ecm was never programmed or is corrupted, but shouldn't crank and run if that was the case. Something definitely off there either way. Might can try flashing a known good vin with the same config into it. Just a thought...

Understand the wiring comment. Had one like that where I had to rewire and reroute a few of the engine sensors - O2's backwards and so on not to mention wires just twisted together. Not worth the time when it gets to that point...

Yeah I thought the VIN request was weird also and attributed it to the battery being bad. But even with a new battery it does the same thing. Some of these places that redo factory harnesses are just terrible....
