Throttle issue

I'm tuning a chrysler 300 and having issues. During this log the pedal is to the floor and you can see throttle going up and down. This is a newly whippled 2018 chrysler 300
What in the tune would cause this or is there a faulty part such as the throttle body?

didnt look at the log and you didnt include the tune but can think of a few reasons why the throttle would close and open. ESC/TC or TM

Throttle torque source stays pedal the whole time. I bumped torque management up. Desired is a good amount higher than actual now.
