MPVI2+ Not Pairing with TDN App (Android)

I have tried numous ways to get this to pair to the TDN app as I need to get my stock file to my tuner. I have closed and opened the app, I have uninstalled and installed the app. I have power cycled the phone, shut off bluetooth, and turn it back on. Power cycled the device, and it will not pair. When you go through the steps to pair, you get to the pairing portion and it just scans, nothing, then the blue light shuts off on the device and you have to put it in pairing mode again. No pop ups on the app, requesting special permissions, and I have gone through the app permissions to make sure it has access to bluetooth and allowed to connect to other devices.

If there is another way to get my stock file to my tuner that would be great. So I can keep troubleshooting this while he can work on the tune.
