02 showing voltage during OLSD

OLSD, any idea why 02s are showing voltage?

Is there a way to 100% disable them or is this normal.
They do not oscillate just shows that voltage pretty constantly.

If it is confirmed in open loop then the O2s are not being used for fueling calculations. They will still measure as long as they are plugged in and hot enough.

The PCM supplies around 450mV on the signal wires at all times ('bias voltage') - when the O2 is rich it will push that voltage higher, when lean they will pull it down lower.
