Hard to tell from the logs (not enough parameters being logged), but typically throttle closure is due to TIP actual being greater than TIP desired.
Also that tune is a little weird, it appears to be a high performance pack Mustang file, but it says it's a 1.5L?
And the attached file (mustang2.hpl) doesn't have a VIN?
That is going to be par for the course unless you drop the wastegate duty cycle enough to bring boost/load/TIP under the desired load/TIP. I have done this and it drives exactly the same except that the turbo response is a tad lazier. At anytime if they are the same or over shot by the "actual", you will have throttle closing. Or if you wanted to fully send it, so to speak, you could just drive up the LSPI tables until the turbo cannot physically make any more airflow.
