LEA with E39 ecu, all torque and demand tables maxed out

I have a custom vehicle with a crate/standalone LEA and e39, manual transmission which i bought done. i did not build the car.
i pulled the tune and its a 2012 chevy orlando OS, number 12647350 and as far as i can tell every driver demand table and torque limiting related table is maxed out.
from what ive been reading that is never really done and possibly even 'bad' ?
ive driven the car a little bit and its rough around the edges but seems to function mostly correctly.

is this some sort of approach that is conventional or even heard of before?

all my past tuning experience is in aftermarket ecus, 0411s and a little bit of e38, ive never owned a SIDI car before and it sounds pretty daunting before finding all this maxed out data.

EDIT: i originally said LE5 but its an LEA, sorry
