Odd converter behavior

I have a customer car that is stumping me. Regular driving is fine, and wide open is fine. But he said if he's cruising on the highway and gives it about 50% throttle, it behaves weird. It is like it is locking and unlocking the converter, but not downshifting. Anyone see something like this before? I attached his trans tune.

I am having a similar issue mostly when under higher load gong up hills etc
