Not sure what limiter your refering to, the cam actuator has a 0 degree lock out limiter block.
    cam specs are 214/228, .582"/.582", 108 LSA, 108 ICL +10% FPL

I didn't look at the cam lobe setting, but the base tune doesn't look horrible for a start up tune. It covers most of the important items. You'll need to play with external load as it doesn't look right and reserve and then idle adaptives, but you can do that after you get it going. You'll probably have to play with airflow and a few other things too. Right after cranking take a quick check of trims then shut it off and do a rough quick change then fire it back up and let it idle to temp. You can make adjustments from there.

this is my tune so far and a log file , it will start when cold but after i kill it, and try to restart it, the engine starts and dies. I have to apply the gas pedal to get it to stay running then it will eventually catch and run on its own. it seems to run and drive ok, just having the starting/idling issue when its not a cold start.
the log file has 3 non cold starts at the beginning, then running down the road, then 3 attempted starts after the drive.
