Just have a question. So should I unlock my converter in 4th gear at wot in my 2013 Caprice PPV? I already unlocked it in 1-3 gears

A standard approach will give you standard results.
My Tuning Software:
VVE Assistant [update for v1.5]
MAF Assistant
EOIT Assistant
A lot of 6l tunes will keep the converter locked up. TUTD mode keeps the converter locked up for the most part too.
Personally.. I'd unlock it.
It's a old hotrod trick to do a TCC lockup switch back in the day. I did this and know many others who did. Often they wouldn't ET any better but pick up a little MPH. Applying the TCC mid pull especially if the converter isn't stock on a 6l is pretty hard on it.
The stock programming can get away with it because unlocked and locked are often not too far off from each other because the converters are so tight.

Yep, fine to leave 6Lxx factory converter locked on a mild combo at WOT. Whatever gear doesn't matter. It's the slip that kills them, that part needs tuning out.
FWIW at WOT I am unlocked 1-2, then pull it down to lock on the run through 3rd gear. For normal cruise I'm unlocked 1-4.
