    Lock up

If you were to set the lockup on the converter to come on in 2nd gear at WOT at around 45 MPH this would deliver more power to the ground correct?

Depends on the TC your using, I gained ~ 20 rwhp on a 1991 Trans Am by locking the TC at wot. The car gained ~ 2 mph in the 1/4. The car had a Vigilante TC that had a large clutch plate that was designed for lock up at wot. Don't do this with a stock TC.
