How to run a Dodge engine standalone

A friend of mine has been trying to get his 2013 Ram 5.7 to run standalone so he can swap it into a project. Truck is a theft recovery and the ignition/skim module is trashed.

Skim is disabled/deactivated using the "disable skim for retrofit". Skim module is unplugged. I also verified that it was disabled by using Alfaobd. He manually rigged up power to the pcm ignition wire and also the fuel pump. However when manually activating the starter, the vehicle will not fire. Is there anything else that needs to be manually powered on to get it to run?
